I've never had anybody reach the top of it either (damn Marina in my asylum is still on the third job), but I believe that's what it said it was when I was fooling around with the wardrobe adjuster in testingcheats mode.

Ripp does make an amazing daddy. He doesn't see Reggie all that much since she lives at Johnny and Ophelia's house, but when he does he's obsessed with her. Same when it comes to his little nephew Benjamin.
